Laws on Marijuana

Sen. Ron Wyden's (D-OR) proposal, S.420, is attempting to remove marijuana from the CSA, Controlled Substances Act, by descheduling it, as well as establishing a federal excise tax on sales and creating a system of permits for businesses to be able to sell cannabis.

Even though it has a more left-leaning government, Hawaii is a surprisingly tough state to legalize marijuana in. It has a large population of elderly people, just like Arizona and Florida, who tend to have a firm viewpoint against marijuana legalization. They have also been hit pretty hard by the drug epidemics, mostly opiates, and meth.

A total of 33 states, the District of Columbia, Guam and Puerto Rico have approved a comprehensive public medical marijuana/cannabis programs. (See Table 1 below for more info.) Approved efforts in 13 states allow use of "low THC, high cannabidiol (CBD)" products for medical reasons in limited situations or as a legal defense.
